Bulk Trash Regulations

BULK TRASH COLLECTION AND PLACEMENT REGULATIONS

Proper management and placement of bulk trash is very important to keep our community looking great, and not cluttered and unkept. To support our community looking clean and orderly, and to ensure the safety of our community during severe weather events, we provide this information to nurture your compliance with our City’s code of ordinances.  The below regulations relate to common violations, and do not encompass all rules associated with bulk trash collection.  We thank you for your commitment to ensuring our City is “Just Cleaner Here”.  

Bulk Trash Collection and Placement Regulations – Residential Properties
Sec. 16-29 of our City’s Code of Ordinances governs residential bulk trash collection, and the following is information related to common violations seen by our Code Compliance Unit.  For full access to these regulations, click HERE. Version Options Bulk Trash Regulations Headline

Timing of Placement:  Bulk trash SHALL NOT be placed out for pickup earlier than the Saturday prior to the scheduled collection day.

Placement:  Bulk trash will be collected roadside or in other locations as approved by the City.  Bulk waste must be placed in the swale in a neat and orderly manner that facilitates safe collection, and shall be at least three (3) feet from any right-of-way or vehicular easement.

Tree Trimmings:  Tree trimmings must be cut so that they do not exceed four (4) feet in length or fifty (50) pounds in weight.

Loose Items:  All loose items that cannot be picked up by a claw truck shall be placed in a disposable bag, box, carton, or crate of sufficient strength that can be safely lifted without breaking, which does not exceed four (4) feet in length or fifty (50) pounds in weight.

Glass Items:  Glass items must be placed in a rigid container of sufficient strength that it may be lifted while containing its contents without breaking.

Large Items:  Larger items such as tabletops, shower doors, or other heavier items such as refrigerators, ranges, water heaters, freezers, and other similar domestic appliance must be placed separate from the bulk trash being collected.

Life Safety:  The doors or openings of all bulk trash items, such as refrigerators and freezers, shall be removed or sealed to prevent them from being opened prior to placement onto the swale.

Prohibited Items

  • Contractor-generated material or any construction debris or material;
  • Waste that is of a nonresidential nature;
  • Waste that is associated with a nonresidential use or purpose;
  • Waste that is compiled by an independent contractor;
  • Automotive bodies, engines, transmissions, batteries, tires, and other motorized vehicle and marine parts; and
  • Household hazardous waste.

Severe Weather:  Upon a declaration of a Tropical Storm Warning, bulk trash shall be removed from the roadside, and brought back into the property and placed in a secure location to prevent the possibility of hazardous conditions.    

Fines for Violations - Enforcement
Violations of these regulations will be met with the following fines as authorized by the City’s code of ordinances:

First offense:  $250.00
Second or more offenses:  $500.00
Irreparable or irreversible in nature:  up to $5,000.00
