Andrews Avenue and Oakland Park Boulevard Corridor Project

For a number of years, the City of Wilton Manors has been conducting various studies relating to future development opportunities.   These studies include the Andrews Avenue and Oakland Park Boulevard Corridors. 

In November 2014, the City hired Keith & Associates to complete a Corridor Study.  The Study was completed in August 2015. On October 13, 2015, the City Commission accepted the Study. The purpose of the Study was to determine ways to enhance the economic activity and look for the means to redevelop the corridor. The goal of studying these locations is to proactively attract economic development investors to the City of Wilton Manors and to provide a more livable environment. 

The Keith & Associates Study offered four (4) recommendations for City action:

             Adopt the Complete Streets Program city-wide and institute policies to convert the major thoroughfares in Wilton Manors to Complete Streets.

             Monitor and participate in the Broward Next process through Broward County.

             Change the land use designations along Andrews Avenue and Oakland Park Boulevard to Transit Oriented Corridor.

             Create at least two additional sub-districts within the Urban Center Mixed-Use district which address and encourage redevelopment while preserving the unique character of Andrews Avenue and Oakland Park Boulevard.

On August 11, 2015 the City Commission expressed their commitment to Complete Streets Policies and its Practices by adopting Resolution No. 2015-0071 which helps to encourage the design, planning and construction of safer, healthier streets to ultimately increase physical activity and improve the health of neighborhoods within the City of Wilton Manors.  The City Commission has shown their desire to plan, design and create livable, safe and connected streets with an efficient, multimodal transportation network that promotes the health and mobility of all citizens and visitors of all ages and abilities while reducing the negative impacts transportation can have on the environment.  In addition, the City Commission is committed to balance all transportation modes for all users, including cyclists, pedestrians, transit users and the disabled, in its public rights-of-way by implementing the Complete Streets Strategy.  This commitment applies to roadway projects located on the following corridors:
 

  • Powerline Road
  • Andrews Avenue
  • Dixie Highway
  • Wilton Drive
  • NE 26 Street

Broward County’s efforts to update the County’s Comprehensive Plan are known as “Broward Next.” City staff has actively participated in Workshops, Broward County Planning Council Meetings, Broward County Commission Meetings, and submitted comments throughout the process.

Based on the recommendations from the Keith & Associates study, the City Commission directed City staff to proceed with changing the land use designations along Andrews Avenue and Oakland Park Boulevard to Transit Oriented Corridor.

On August 23, 2016, the City Commission approved Resolution No. 2016-070 which authorized a Professional Consultant Services Agreement with The Mellgren Planning Group, Inc. for the Andrews Avenue / Oakland Park Boulevard Corridor Land Use Plan Amendment. 

The Land Use Plan Amendment changed the land use designation of properties along these two (2) corridors to Transit Oriented Corridor – West which was adopted by the City Commission on June 23, 2020.The land use map approved by the City Commission can be found. 

On September 24, 2019, the City Commission approved Resolution No. 2019-090 which authorized a General Planning and Consulting Services Agreement with Calvin, Giordano & Associates, Inc. (CGA), for the rezoning of properties on the Andrews Avenue and Oakland Park Boulevard corridors to Transit Oriented Corridor and the creation of Transit Oriented Corridor – West regulations (TOC-W). 

The first step is to amend Article 030 of the City's Unified Land Development Regulations (ULDRs) to create zoning regulations for the TOC-W that will specify allowable uses, lot size, density, building height, building setbacks, parking, and other development standards. Once, the new zoning regulations are in place the parcels within the TOC-W boundaries will be rezoned to the new zoning designation.

The amendments to Article 030 of the ULDRs and the rezoning of the TOC-W require approval of the City’s Planning and Zoning Board. The amendments to Article 030 and the rezoning were scheduled for the September 14, 2020 Planning and Zoning Board meeting and were tabled to the November 9, 2020 Planning and Zoning Board Meeting for additional time to review Article 030 and the proposed changes. At the November 9, 2020 Planning and Zoning Board Meeting, the amendments to Article 030 and the rezoning were tabled to the December 7, 2020 Planning and Zoning Board Meeting due to Tropical Storm Eta. Additionally, a Special Planning and Zoning Board Meeting was scheduled for November 16, 2020  to allow additional time to discuss the proposed amendments to Article 030 and the rezoning of the TOC-W.

Once, the Planning and Zoning Board hears the application requests on the amendments to Article 030 and the rezoning for TOC-W on December 7, 2020, the amendments and the rezoning will require two (2) readings by the City Commission.  The anticipated adoption date of the amendment to Article 030 of the City’s ULDRs to create zoning regulations for the TOC-W and the rezoning of the TOC-W is March 2021.

To provide details on the project, CGA created three short but informative videos. The first video provides a background on the upcoming zoning and land use changes and an overview of the urban form and density report. The second two videos are specific to the TOC-West rezoning, and potential land use and zoning changes for the eastern TOC’s and A&E district.
