TRASH/RECYCLE RECEPTACLE MANAGEMENT
Proper management of your trash/recycle receptacles is very important to keeping our community looking great, and not cluttered and unkept. To support our community looking clean and orderly, we provide the below information to nurture your compliance with our City’s code of ordinances. The below regulations relate to common violations, and do not encompass all rules associated with garbage and recycle management.  We thank you for your commitment to ensuring our City is “Just Cleaner Here”.  

Trash/Recycle Receptacle Management – All Properties
All properties shall comply with the following regulations that can be found in our ordinances online by clicking HERE.

Sec. 13-22. - Trash/recycle receptacle placement   

  1. Trash receptacles and recycle bins shall be placed in a location behind the front façade of a building or residential unit or directly adjacent to the building or residential unit to which they are assigned when not roadside for pickup.
  2. If solid waste, trash or recycling pickups are made from areas adjacent to the sidewalk or street, then receptacles for such purpose shall only remain in areas adjacent to the sidewalk or street the preceding night to and during the day of pickup.
  3. Trash, recycling and other similar receptacles shall not be positioned on sidewalks, walkways, pathways or roadways when out for pickup. 

Trash/Recycle Receptacle Management – Vacation Rental Properties
Vacation rental properties shall comply with the following regulations that can be found in our ordinances online by clicking HERE. 

Sec. 10-116 – Vacation Rental Standards 

(4)      Solid waste handling and containment. For purposes of this section, no solid waste container shall be placed at curbside for pickup before 6:00 p.m. on the day prior to pickup, and be removed from curbside no later than midnight the day of pickup.

  1. A placard providing notice of the location of the trash storage containers and rules for collection shall be mounted on the wall inside the front door.
  2. Signage shall be mounted on the solid waste handling containers indicating the hours and day for pickup.


BULK TRASH CONTAINER STORAGE, ENCLOSURE AND SCREENING 

Storage Location and Construction – Roll-Out Carts and Bulk Container Enclosures
The City also regulates the storage location and construction of roll-out carts and bulk container enclosures in a manner that promotes the public health and safety, and lessens or otherwise mitigates the visual impact of such containers upon the community. These regulations can be found in Section 16-42 of our code of ordinances by clicking HERE.  

Bulk Containers - Dumpsters. Wheeled bulk containers for the disposal of solid waste or the collection of recyclables which are two (2) cubic yards or less in size, may be stored upon a hard-surfaced pad located behind the building line(s) of the user location, and positioned such that the smaller side of the bulk container faces the public right-of-way, and a hard surface roll-way from the pad to the servicing area must be provided to facilitate servicing. Container shall be completely screened from view as provided herein. Wheeled bulk containers shall only be placed curbside for collection and shall remain curbside for a reasonable amount of time in order to facilitate collection. In no case shall wheeled bulk containers remain overnight at curbside or street side. 

Placement. It shall be unlawful for any person to place, or cause to be placed, a bulk container or receptacle that services private property upon or in any street, alley or public right-of-way; provided, however, that such container or receptacle may be placed in the public right-of-way only for the period of time necessary for collection. The container shall be returned to its approved enclosure or location on the same day that it is set out for collection.

Garbage Dumpster Enclosure Gates. Enclosure gates shall be closed at all times except for the time necessary to service the bulk container(s). 

Maintenance. Approved enclosures shall be maintained in good condition and appearance at all times. Gates and latches shall be kept fully operable and shall be closed except during scheduled collection periods. Enclosures and containers shall be cleaned periodically to prevent noxious odors and unsanitary conditions from occurring. Enclosure pads and access drives shall be repaired or rebuilt whenever the pavement structure deteriorates.

Fines for Violations - Enforcement
Violations of these regulations will be met with the following fines as authorized by the City’s code of ordinances:

First offense:                                $250.00
Second or more offense:          $500.00
Irreparable or irreversible in nature:   up to $5,000.00
