About the Wilton Drive Improvement District (WDID)

The Wilton Drive Improvement District was created by the Wilton Manors City Commission in December 2014 to work to create a cleaner, safer and more attractive Wilton Drive. It is a special dependent district under Chapter 189 Florida Statutes.


The Wilton Drive Improvement District is a dependent special district of the City of Wilton Manors, and as such is subject to the requirements of Florida Statutes Chapter 189.


The District Board is comprised of seven members appointed at large by the City Commission. Ordinance 2014-0011 dictates the composition of the Board - three individuals who own property on Wilton Drive within the District, three individuals who own businesses in the District, and one resident.

How was the WDID created?

Wilton Manors Ordinance 2014-0011

This is the ordinance passed by the Wilton Manors City Commission on December 9, 2014 creating the WDID. The ordinance spells out in detail the reason for the creation of the District, the powers delegated to them by the City Commission, and the requirements of the WDID.


What is the Wilton Drive Improvement District?

The District is comprised of 56 parcels of land on Wilton Drive.

When does the WDID Board meet?


The WDID Board meets the second Wednesday of the month, at 6:30pm in the City Commission Chambers.

How is the assessment decided?

The WDID hired a consultant to review all aspects of the District and find the fairest possible way to assess the $100,000 on the 56 properties. It was determined that a percentage of the assessed taxable value was the fairest method.


Where does the WDID Board get the power to assess?

The original authorizing legislation empowered the WDID Board to assess up to $100,000. Resolution 2016-033 explicitly allows the assessment for fiscal year 2017, and Resolution 2017- 055 authorizes the assessment for fiscal years 2018 through 2024.  


How will the money be spent?

The WDID Board will decide how to spend the funds. A portion will necessarily be allocated for administration of the statutory requirements.

Here is the 2016-2017 WDID budget. Since this was the WDID's first year in existence, there will not be revenues to spend until December 2016.


As a special dependent district, the WDID is required to file an annual report to the Florida Department of Financial Services in June of every year. Here is a link to FDFS.
